Understanding 'Not Listed' Records

The National Heritage List for England (NHLE) includes records for some historic places which are not on the statutory List. This page explains what these records are and why they are there.

What are 'not listed' records?

'Not listed' records show decisions about buildings or sites that are not currently nationally designated.

There are 3 types of record:

  • De-listed: buildings or sites that used to be listed but have since been removed.
  • Not listed: buildings or sites that were considered for listing but were not added to the statutory List. For listed buildings, scheduled monuments and protected wreck sites, the Secretary of State would have made the decision. For parks, gardens and battlefields, these would have been decided by Historic England.
  • Expired Certificates of Immunity from Listing (COIs): buildings that had a Certificate of Immunity from Listing for 5 years that has now expired. In some cases a new COI may have been issued for the same building. Find out more about COIs.

These records only include decisions made on or after 12 November 2012. Decisions made before this date are not available to view here.

Please be aware, these records show the decision made at a particular point in time. A building or site may have been assessed and not listed in the past but later reassessed and added to the statutory List.

Why are these records on the NHLE?

If you are thinking about nominating a building or site for listing, these records can help you check whether it has been considered before. They can also show whether it was previously listed or had a Certificate of Immunity from Listing.

If the Secretary of State decides not to list a building, it will not usually be considered again for 5 years. It may be considered sooner if important new evidence or understanding becomes available but it can be helpful to have this information to hand when considering an application for listing.
